A criminal organization was found to have manipulated decisions made by the capital's city government to illegally seize land designated for development. This scheme, infamously dubbed the 'toilet' scheme, involved the illicit acquisition of land valued at over 81 million hryvnias between 2023 and 2024. Such corruption scandals have been a persistent challenge for Ukraine, even as it fights a war for its survival.

Operation 'Clean City'

The operation, codenamed 'Clean City,' was carried out by Ukraine's National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO). According to the investigation, the suspects used dedicated communication channels, aliases, and counter-surveillance methods to execute their plans. The criminal plot was uncovered in February of last year when law enforcement gathered sufficient evidence to proceed with a formal probe.

By the end of the year, several key individuals had become suspects, including:

  • Petro Olenych, former deputy head of the Kyiv City State Administration
  • Alleged ringleader Denys Komarnytskyi
  • Mykhailo Terentiev, head of the commission on land relations
  • Olena Marchenko, a member of the commission

These individuals are believed to have played crucial roles in implementing schemes that undermined the legality of land dealings in the capital.

This case marks a significant step in Ukraine's fight against corruption, particularly in the area of land relations, which is frequently subject to abuse.
