The USA Promises Ukraine Security Guarantees for the First Time: What the Obligations Entail.
According to ТСН: The United States of America has for the first time expressed support for a broad coalition of Ukraine's allies, promising to provide security guarantees. These guarantees would entail obligations to assist Ukraine in the event of a new attack from Russia.
This promise was voiced at a summit in Paris during the meeting of the 'Coalition of Willing,' as noted by Reuters.
At this meeting, representatives of the United States, Steve Witkoff and Jared Kushner, as well as the main American general in Europe, Alexis Greenkevich, participated for the first time.
Witkoff noted after the summit that Trump 'strongly supports security protocols.'
'These security protocols are designed to... deter any attacks on Ukraine... If any attacks occur, then they (the protocols - Ed.) are intended for protection, and they will do both. They are as strong as possible,' the U.S. special envoy said at a press conference.
Kushner remarked that if the Ukrainians reach a final agreement, they 'must know that after the agreement, they are safe, they have a reliable deterrent, and real guarantees that this will not happen again.'
The coalition leaders' statement indicates that allies will participate in a monitoring and verification mechanism for the ceasefire under U.S. leadership. Officials noted that this will likely involve drones, sensors, and satellites, but not American troops.
Reuters emphasizes that the statement has not been approved by Washington, and the details of the U.S. role remain uncertain compared to the previous draft. Specifically, the wording describing the use of American resources to support multinational forces in Ukraine was removed.
'However, European officials highly appreciated the involvement of U.S. envoys and their decisive comments as evidence that Washington supports the security system,' the material states.
Focus on Security Guarantees
Previously, significant attention from allies was focused on military assistance to the Armed Forces of Ukraine and potential contributions to international support forces. However, the emphasis has now shifted to legally binding guarantees of assistance to Ukraine in the event of a new attack from the Russian Federation. Still, the possibility of a military response is likely to provoke debates in many European countries, diplomats believe.
'These obligations may include the use of military potential, intelligence data, and logistical support, diplomatic initiatives, and the adoption of additional sanctions,' the leaders' statement reads.
Ukrainian President Volodymyr Zelensky noted that the meeting with the U.S. delegation was constructive, but he stated that more efforts are needed. European leaders participating in the meeting emphasized that this statement demonstrates a restoration of unity between Europe and the United States in the context of supporting Ukraine.
In particular, France and the United Kingdom signed a declaration of intent regarding the further deployment of multinational forces after a ceasefire is reached in Ukraine.
French President Emmanuel Macron noted that this could involve sending thousands of military personnel from his country.
Summit in Paris
On the eve of the summit in Paris, the 'Coalition of Willing' meeting took place. About 40 world leaders and top EU officials agreed on almost all documents regarding the ceasefire. It involves a package of six or seven different documents covering a peace plan with 20 points, developed jointly by the EU and the United States; a document on security guarantees, and a plan for economic prosperity.
The U.S. President's special envoy Steve Witkoff reported that the parties had managed to achieve a new level of interaction in several strategic areas in Paris, which will form the basis for future peace settlement. However, he emphasized that the question of territories is one of the most complicated.
Additionally, Ukraine, France, and Britain signed a declaration on the deployment of Western forces. They will provide 'measures to calm tensions in the air, at sea, and on land' for Ukraine and 'support for the Armed Forces of Ukraine'. The U.S. will participate in these forces, including American capabilities such as intelligence and logistics.
The successful outcome of this meeting indicates the intentions of the international community to support Ukraine in defending its territorial integrity and ensuring security. The prospect of providing legally binding guarantees could be an important step in the development of international relations in this context. However, the further implementation of these initiatives will require efforts from all participants and coordination with the current situation at the front.
