Kyivstar plans to launch mobile internet from Starlink for Ukrainians, which will initially be provided at no additional cost. Testing of this service will take place in six regions of Ukraine according to Telegraf.

It is planned that in the fourth quarter of 2025, the Starlink Direct to Cell service will start working for subscribers with the ability to exchange text messages. Gradually, voice calls and data transmission will be activated with the launch of new satellites into orbit. In test mode, the service will be available at no additional cost for Kyivstar subscribers, and will then become available to all users.

It is expected that the testing of Starlink Direct to Cell will take place in six regions of Ukraine. The technology will provide connectivity across all territories controlled by the government, but will not be available for temporarily occupied territories.

What else should you know

Ukraine will become the first country in Europe to launch mobile internet from Starlink. Trials began in 2024, and at the beginning of 2025, an agreement was concluded between Kyivstar and Starlink for the implementation of the Direct to Cell satellite communication. This means that Ukrainian subscribers will have connectivity through satellites transmitting signals from space, ensuring stable connectivity regardless of location.

There was also news about an increase in the cost of calls to landlines at lifecell and about budget tariff plans from Vodafone.

It is planned that Kyivstar will implement mobile internet from Starlink in Ukraine without additional charges, with the ability to exchange text messages in the fourth quarter of 2025. Testing of this service is planned in six regions of the country, making Ukraine the first country in Europe to receive mobile internet from Starlink.
