According to Novyny.live: Starting in February 2026, Ukrainian employers who fail to register their workers officially will face a substantial fine of 86,470 hryvnias. Penalties for Employers and Company Officials
From January 1, 2026, the national minimum wage will be set at 8,647 hryvnias. Should a sole proprietor commit a repeat violation of labor laws within a two-year period, they will be subject to a significantly higher fine of 259,410 hryvnias. This severe penalty is designed to compel employers to comply with the law and formalize all employment contracts.
- Company officials found operating without a formal employment contract will face fines ranging from 8,500 to 17,000 hryvnias.
- For repeated offenses, the penalty for these officials will increase to between 17,000 and 34,000 hryvnias.
These measures aim to safeguard workers' rights and reduce the incidence of non-compliance with labor regulations.
Consequently, starting in 2026, employers in Ukraine must prepare for considerable financial sanctions for violating labor norms. This policy is expected to positively impact the labor market and help reduce the level of informal, or "shadow," employment.
