In August, Ukrainians will face important changes in money transfers, fines for violation of cash register rules, and VAT payments. These innovations will come into effect on August 1.

Fines for entrepreneurs

Many entrepreneurs will have to use cash registers for receiving payments for goods and services. According to the new law, individual entrepreneurs will face fines for violations such as lack of cash register registration and failure to issue receipts.

  • Until August 1, 2025, there is a transitional period with softened fines, but from the third month of summer, the easing will lose its effect.

The State Tax Service urged entrepreneurs to register cash registers and issue receipts according to the updated form to avoid fines.

Open banking concept

From August, owners of payment cards will have the opportunity to make payments using any account in the absence of funds on a specific card, thanks to a new system.

Financial institutions will implement the 'payment from a combined balance' function in mobile applications to simplify clients' financial management.

VAT exemption

From August 1, participants in the Register of social service providers will be exempt from VAT payment, which will contribute to the development of the social services market and bring legislation in line with European standards.

What else Ukrainians should know

For entrepreneurs on the simplified system, annual income limits are set, and violations of these limits may lead to fines and transfer to another taxation system.

Parents also face fines for improper upbringing of children, which is an important issue in the new legislation.

In August 2025, significant changes in money transfers, tax payments, and financial management are planned in Ukraine due to the introduction of new legislative norms. These changes are expected to contribute to the market development and bring the country's standards in line with European standards.
