Subsidy and Utility Debts - Who Will Be Able to Get Help.

Children's family-type homes sometimes move into new houses and then find out about existing debts for utilities. Will this debt affect the ability to receive a subsidy?

Subsidies for Family-Type Homes - How They Are Assigned

In May 2025, the Cabinet approved new rules for providing housing subsidies to family-type children's homes, large families, and foster families. Now the amount of utility debt that will not affect the subsidy can be up to 4 thousand UAH. Previously, this amount was 680 UAH.

'If a family-type children's home has a rental agreement for housing, in which there is already a debt exceeding 4 thousand UAH - this is not a reason for refusal to grant a housing subsidy. The fact of the debt, which arose earlier, must be indicated in the rental agreement.'

What Else Is Important to Know About Subsidy Assignment in 2025

A housing subsidy can be obtained even in the presence of factors such as the purchase of land, savings in children's deposits, or purchasing items for children. Expenses aimed at meeting children's needs do not affect the assignment of the subsidy.

It is also worth noting that some citizens may receive a 25% discount on utilities, provided to people from vulnerable categories. The amount of subsidy granted to Ukrainians was reduced in the summer of 2025 or the payment was completely cut.

It is also important to note that expenses for children's needs do not affect the assignment of the subsidy, and some citizens may receive a 25% discount on utility services.
