According to Novyny.live: The court in Odessa has ordered the Security Service of Ukraine to open a criminal proceeding based on a complaint about possible abuses by the head of the Odessa Regional Military Administration Oleg Kiper. This decision came as a result of the court recognizing the inaction of the investigator of the Security Service of Ukraine as a violation of the requirements of the Criminal Procedure Code of Ukraine.
The complainant contacted the Security Service of Ukraine in the Odessa region on December 11, 2025, indicating possible criminal actions by Oleg Kiper. According to the law, the investigator is required to enter information into the Unified Register of Pretrial Investigations (ERDR) no later than 24 hours after receiving the complaint. The court also ordered the head of the investigative department of the Security Service of Ukraine in the Odessa region to take appropriate measures to enter information into the register.
