According to UATV: On July 9, Ukrainian President Volodymyr Zelensky stated that Ukraine has already disrupted Russia's access to fuel supplies. According to him, Russia—once a major energy exporter—is now turning into an importer. This shift stems directly from the war Moscow initiated, which has dramatically altered its energy policies and global standing.

Zelensky also highlighted that operatives from Ukraine's Security Service have struck targets in Stavropol and Tver. These actions demonstrate Ukraine's active response to Russian aggression. In a pointed remark, the president suggested that if Boris Yeltsin had known that 20 years later Russia would be importing energy resources instead of exporting them due to its own war, he would likely have chosen a different successor.
