Military Registration of Ukrainian Citizens During Wartime

According to Novyny.live: Territorial Recruitment Centers (TRCs, known in Ukraine as TCCs) are legally required to maintain records of all male citizens aged 17 to 60. This military registration system is closely tied to official residency registration, which can lead to denials when individuals try to deregister. Every man must register for military service in the year he turns 17, highlighting how strictly these rules are enforced.

TRCs handle both the addition and removal of citizens from the military rolls, but for a time, deregistration was completely banned. Recent legislative changes have shifted this landscape. From 2022 to 2024, a rule prohibited changing one's place of residence during wartime, creating extra hurdles for those planning a move. After 2024, that ban was lifted, though internally displaced persons are still required to register with a local TRC within seven days of relocating.

Why Following the Rules Matters

It is crucial to understand that during wartime, a TRC has the authority to refuse a citizen's request to be removed from the registry. As Vladyslav Deriy explained,

“Because of the war, the TRC at the current place of military registration has the right to refuse deregistration.”
Previously, this restriction was absolute, making the situation even more difficult for many people.
“From 2022 to 2024, there was a rule that banned changing one's place of residence during war,”
he added.

Yuriy Ayvazyan also stressed the importance of adhering to these requirements:

“If you plan to move to another city and register your new residence, you first need to register for military service at the appropriate TRC.”
These measures are designed to ensure proper citizen tracking and maintain order in military affairs under challenging conditions.

The evolving legislation on military registration reflects how state policy is adapting to wartime realities and the needs of internally displaced people. Maintaining accurate records of citizens is a key part of supporting the country's defense capabilities, especially during times of instability. Following the new rules can help avoid legal complications and streamline the registration process for those planning to change their place of residence.
