Territorial Recruitment Centers and Citizen Searches

According to Novyny.live: Ukraine's Territorial Recruitment Centers (TCCs) are now authorized to put individuals on wanted lists for violating military registration rules. This measure applies when a citizen fails to comply with center demands—such as not showing up for registration, ignoring conscription summons, or failing to provide updated residence information. While not the TCC's first resort, this mechanism serves as a critical tool to enforce military obligations.

Grounds for Being Placed on a Wanted List

Ukrainian citizens who breach military registration rules may face being listed as wanted by their local TCC. The main triggers include:

  • Not being registered with the appropriate TCC or law enforcement authorities;
  • Disregarding official summons (povistky);
  • Failing to provide current residential information or valid grounds for a deferment.
According to Vladyslav Deriy, 'the 'wanted' status in the 'Reserve+' app does not appear automatically, for instance, after completing training. It only results from violating military registration rules.'

Individuals can have their wanted status lifted online through the 'Reserve+' application. Importantly, if a person is already serving in the Armed Forces of Ukraine, the TCC must automatically cancel their wanted listing. This prevents misunderstandings and ensures that those fulfilling their duty face no additional penalties. Ultimately, the system aims to maintain effective military registration and uphold legal compliance.

Temporary wanted listings for military registration violations are part of Ukraine's broader oversight framework for state obligations, especially given the ongoing wartime situation. Responsibility for proper registration rests not only with authorities but also with citizens, who must promptly share updated residence details and follow TCC requirements. The 'Reserve+' app offers a convenient way for people to interact with the system, simplifying the process of removing a wanted status when needed.
