The Challenge of Anonymous Telegram Channels
According to Novyny.live: A Temporary Investigative Commission (TIC) requested a review from the State Tax Service concerning nine owners of large Telegram channels. Of these nine owners, eight are registered as private entrepreneurs, yet no violations of tax legislation were discovered. The investigation revealed that the State Tax Service lacks information about any income received by these individuals beyond what they officially declared.
Andrii Trotsko, Deputy Head of the State Tax Service: 'During the conducted measures, no violations of tax legislation were established because we lack information about any income received other than what they declared.'
This indicates that the audit of the Telegram channel owners' activities did not uncover any significant breaches of the law.
Volodymyr Kyzyma, Director of the Individual Taxation Department: 'The income of these eight private entrepreneurs, who own Telegram channels, does not exceed their declared amounts.'
This underscores that the entrepreneurial activities of the specified individuals comply with the requirements of tax law.
A Call for Greater Transparency
The commission also highlighted a systemic issue with anonymous Telegram channels, where it is often difficult to identify the beneficial owner. Anton Zamiatin, Director of the Department for Prevention of Financial Operations, noted: 'The problem is that in anonymous Telegram channels, it is usually impossible to establish the beneficial owner.' This points to a need for greater transparency in the operations of Telegram channel owners, which could, in turn, improve oversight of tax obligations. The rise of influential social media figures as a source of income is a relatively new phenomenon for tax authorities globally.
Thus, while the TIC examined potential violations stemming from anonymous Telegram channel owners, it has so far found no breaches of tax legislation. Ensuring the activities of channel owners are transparent is seen as a crucial step in combating tax evasion.
This situation emphasizes the importance of improving mechanisms for monitoring the income of individuals operating on social media platforms. It may serve as a basis for future initiatives aimed at regulation and reducing anonymity in the digital media sphere. Transparency for Telegram channel owners is vital for ensuring fair taxation and preventing tax avoidance, which could positively impact the state's financial stability.
