In Ukraine, the eExcise will be launched in the summer of 2025: how the system will combat the shadow market.
According to inkorr.com: The testing of a new electronic eExcise system will begin in Ukraine in the summer of 2025. This initiative aims to ensure transparent control over the circulation of alcoholic and tobacco products without expenses from the state budget — the project is implemented with the support of donors.
System Testing
Businesses will be given 10 months to test the platform, which will allow the market to prepare for a full transition to the electronic format. This innovation will help effectively combat corruption, control the shadow segment, and increase tax revenues to the state budget.
'We agreed to extend the testing period until November 1, 2026, and submit this for consideration to the Verkhovna Rada,' - said Mykhailo Fedorov.
Project Participants
The implementation of the eExcise project is carried out in cooperation with the Ministry of Finance, the State Tax Service, and the Verkhovna Rada Committee on Finance, Tax, and Customs Policy within the initiative 'Digitization for Growth, Integrity, and Transparency' (UK DIGIT).
It is expected that the eExcise will significantly impact the fight against corruption, ensure control over the circulation of alcohol and tobacco, as well as contribute to the growth of tax revenues to the state treasury. This initiative may become an important step towards market transparency and strengthening the economy of Ukraine.
