Odesa Halts 131 Million Hryvnia Storm Drain Repair Project.
Odesa Storm Sewer Reconstruction Tender Cancelled
According to Novyny.live: The Odesa City Council's Capital Construction Department has terminated a tender for the reconstruction of a stormwater collector, a project valued at over 131 million hryvnias. The decision to select a winning bidder has been revoked. The procurement covered repairs to the collector running from the Buffer Pond to Shchoholiv Street, with an expected tender cost of 131,503,900 hryvnias. This infrastructure is critical for managing heavy rains and preventing urban flooding in the historic port city.
Companies Involved in the Bidding
Four companies participated in the tender:
- Yughidroservice
- Avtomahistral-Pivden
- ONUR Construction International
- Rostdorstroi
LLC 'Yughidroservice' submitted the lowest bid of 115 million hryvnias, but its proposal was rejected. Notably, the bids from 'Avtomahistral-Pivden' and 'ONUR Construction International' differed by a mere two hryvnias.
The decision on the tender winner was canceled on January 16, 2026. 'Yughidroservice' was registered in Odesa in 2020 and is owned by Yevhenii Popa. 'Avtomahistral-Pivden' has earned over 159 billion hryvnias from state tenders. 'ONUR Construction International' has been operating in Ukraine since 2004 and is owned by Iskhan and Onur Chetindzhievizi.
The cancellation of this major infrastructure tender raises concerns. The rejection of the lowest bidder may indicate issues in the bid evaluation process or suggest other underlying factors that warrant further scrutiny. It is crucial that such decisions do not lead to delays in essential work or negatively impact the city's overall infrastructure resilience.
