According to TSN.ua: High-stakes three-way negotiations between Ukraine, the United States, and Russia commenced in Geneva on February 18, focusing on practical issues and the mechanics of potential solutions. Leading the Ukrainian delegation, Rustem Umerov stated that

"consultations are taking place in groups organized by direction within the political and military blocks"

"the delegation is focused on substantive work."

Representing the Russian side, Maria Zakharova, head of the Russian Foreign Ministry, stressed:

"Any step that could lead to a settlement of the situation is of great importance."
