2025 Housing and Utility Benefits for Combat Veterans: What Has Changed.
Adjustments to Benefit Calculations for Combat Participants
According to Novyny.live: Starting in 2025, Ukraine has introduced new rules for calculating housing and utility subsidies for combat veterans. They are now eligible for a 75% discount on these services. Importantly, this category of citizens is exempt from income-based eligibility restrictions.
Specific social consumption limits have also been established for energy resources. For electricity, the standard is set at 70 kWh per person in households with gas and centralized hot water. The maximum limit for a family with gas and centralized hot water is 190 kWh. For natural gas, the social consumption norm is 3.3 cubic meters per person when a gas stove and centralized hot water are available.
Social Standards and Compensation
Heating norms are based on a social standard of 21 square meters per family member. Additionally, compensation for waste disposal services is provided for each eligible individual.
These changes in benefit calculations are significant for combat veterans, as they help reduce the financial burden on these families and improve their social standing. Under the new rules, veterans can receive essential support at a time when utility costs can heavily impact household budgets.
This legislative update is part of broader state efforts to enhance social protection for veterans and their families in Ukraine.
