In his evening video address on June 1, 2023, he reported that between January and May 2023, Ukrainian forces struck 15 Russian oil refineries. As a result, by May 2023, nearly 40% of Russia’s primary oil processing capacity had been taken offline. This marks a significant blow to the logistical backbone of the Russian military effort.

Zelenskyy emphasized that fuel supply disruptions have been observed in Crimea and other occupied regions. He stressed that

“our warriors now have the ability to strike Russian military logistics across nearly the entire depth of the temporarily occupied territory.”

This demonstrates the success of Ukraine’s military actions, made possible by targeted strikes on Russian military and logistical facilities carried out on May 25–26, 2023.

The president also noted that

“there are virtually no safe roads for the occupier in the south and east of our country.”
