According to Novyny.live: Ukrainian military operations have severely impacted Russia’s oil refining capabilities, leading to fuel shortages in occupied territories, according to President Volodymyr Zelenskyy. In his evening video address on June 1, 2023, he reported that between January and May 2023, Ukrainian forces struck 15 Russian oil refineries. As a result, by May 2023, nearly 40% of Russia’s primary oil processing capacity had been taken offline. This marks a significant blow to the logistical backbone of the Russian military effort.

Effectiveness of Ukraine’s Military Campaign

Zelenskyy emphasized that fuel supply disruptions have been observed in Crimea and other occupied regions. He stressed that

“our warriors now have the ability to strike Russian military logistics across nearly the entire depth of the temporarily occupied territory.”
This demonstrates the success of Ukraine’s military actions, made possible by targeted strikes on Russian military and logistical facilities carried out on May 25–26, 2023.

The president also noted that

“there are virtually no safe roads for the occupier in the south and east of our country.”
This jeopardizes the supply of resources to Russian troops and signals Ukraine’s continued efforts to degrade enemy military infrastructure. Zelenskyy underscored that 'our plan of long-range sanctions is being implemented step by step,' reflecting Ukraine’s systematic approach to countering aggression.
