Ukraine Revises Building Codes to Enhance Disability Access.
Ukraine's Building Code Overhaul
According to Novyny.live: Ukraine is undertaking a major revision of its national building codes, with a core focus on dramatically improving accessibility for people with disabilities. An analysis of 33 existing codes revealed that only 52% currently incorporate accessibility requirements. The updates to codes DBN V.2.2-15-2019 and DBN V.2.2-9:2018 are designed to foster a more inclusive built environment for all citizens. This reform aligns with broader efforts to modernize the country's infrastructure following Russia's full-scale invasion, which has increased the number of people with disabilities.
Key Areas of Improvement
The revised standards will comprehensively address multiple facets of construction, including:
- Courtyards and entrances to residential buildings;
- Public institutions, cultural venues, sports facilities, and service establishments.
Specific provisions mandate the duplication of information in Braille and the installation of audio announcements, which will significantly aid navigation for people with visual impairments.
The updated building codes will also introduce requirements for:
- Creating obstacle-free courtyards and pathways;
- Installing tactile and visual navigation elements;
- Specifying elevator dimensions suitable for wheelchair users;
- Ensuring barrier-free corridors, elevators, and ramps;
- Implementing visual and audible alarm systems;
- Providing dedicated, accessible seating in halls and cafes;
- Organizing evacuation procedures for high-rise buildings.
We are systematically updating the building codes, detailing accessibility requirements as thoroughly as possible to ensure the changes work effectively in real-world situations.

The overarching goal of these changes is to guarantee comfort and safety for all citizens, regardless of their physical abilities.
This revision of Ukraine's building codes represents a critical step toward the fuller integration of people with disabilities into society and the improvement of their quality of life. The implementation of these new accessibility standards could serve as a model for other nations seeking to create inclusive environments that meet modern demands. Successful execution will likely require sustained collaboration between government agencies, property developers, and civil society organizations dedicated to protecting the rights of people with disabilities.
