Deferment from Conscription: A Key Route for Disability-Based Exemptions Is Blocked

According to Novyny.live: Ukrainian citizens with disabilities are legally entitled to a deferment from military mobilization. This exemption allows those whose health prevents them from serving to avoid being drafted. However, the process of applying for this deferment is currently facing significant hurdles.

Individuals seeking a deferment are running into serious obstacles. Notably, Territorial Recruitment Centers (TCCs) are no longer accepting deferment applications directly. As a result, applicants must turn to alternative channels. At present, documents can only be submitted through Administrative Service Centers (TsNAPs) or via the 'Reserve+' mobile app. But according to Yuriy Ayvazyan,

“unfortunately, this function (submitting documents via 'Reserve+') is temporarily out of service.”

Navigating the Deferment Application Maze

The Ministry of Defense of Ukraine has introduced restrictions aimed at reducing errors during application processing. This decision was made to streamline the submission process and improve data accuracy. Yet for those who qualify for a deferment, it creates extra challenges, as the 'Reserve+' option is currently unavailable.

Ayvazyan also stressed the urgency of securing this right:

“If your father hasn’t yet exercised this right, he needs to do so immediately.”
This highlights that, despite the current difficulties, eligible citizens with disabilities must take action to formalize their deferment and avoid conscription.

In short, despite having a legal right to a deferment, Ukrainian citizens with disabilities are encountering significant barriers in the application process. It is essential to monitor updates on the 'Reserve+' app’s functionality and other submission options through TsNAPs to ensure these rights are upheld.

The current situation underscores the critical need for accessible administrative services for vulnerable populations. With limited submission channels available, relevant authorities must provide adequate support to citizens unable to serve due to health conditions. News about the 'Reserve+' app’s restoration and alternative filing methods will play a key role in protecting the rights of people with disabilities in Ukraine.
