Ukraine Secures Licenses to Manufacture SCALP, AASM, and Aster 30 Missiles.
Ukraine’s Expanding Defense Partnership with France and Italy
According to UATV: In a major step forward for its military capabilities, Ukraine has obtained production licenses for SCALP, AASM, and Aster 30 missiles, while also moving to acquire 16 Rafale fighter jets. The deal, part of a deepening defense collaboration with France and Italy, includes France’s commitment to deliver two SAMP/T air defense systems, significantly bolstering Ukraine’s ability to protect its skies. This agreement reflects a broader effort to strengthen Ukraine’s defense industry amid ongoing security challenges in Europe.
The landmark partnership was announced by Ukrainian President Volodymyr Zelenskyy on July 14, 2023. He stated:
“Our negotiations with Emmanuel and the work of our teams have produced a vital agreement between Ukraine and France—a truly leadership move by France in defense cooperation with Ukraine, serving the interests of all of Europe.” – Volodymyr Zelenskyy
This underscores the shared commitment to enhancing Ukraine’s defensive posture. Under the terms, Ukraine will receive new SAMP/T NG air defense systems, with delivery of Aster 30 missiles accelerated to October 2023. Zelenskyy noted, “These are effective anti-ballistic systems. France will also provide two SAMP/T units to reinforce our defense this year.”
Training for Ukrainian pilots and mechanics in France is set to begin in 2023, with four Rafale aircraft to be transferred to the Ukrainian Armed Forces. Zelenskyy concluded his remarks by emphasizing, “We are systematically developing Ukraine’s combat capabilities.”
