According to TSN.ua: Ukraine is set to increase excise duties, leading to higher prices for cigarettes and fuel. A pack of tobacco products is expected to rise by 2 to 3.5 hryvnias, while a liter of fuel will become more expensive by 1 to 2 hryvnias. This gradual excise tax increase on tobacco, which began in 2018, is now planned to continue until 2029. These tax adjustments are part of a broader fiscal strategy common in many countries seeking to balance public health and revenue goals.
In 2026, the average price increase for cigarettes will be approximately 2 to 3.5 hryvnias per pack. Concurrently, the cost of gasoline and diesel fuel will rise by 1 to 2 hryvnias per liter. Oleksii Leonov noted that while the initial plan was to conclude the excise hikes by 2027, a joint decision with the government, coordinated with European partners, extended the timeline to nearly 2029.
