According to UATV: On July 14, Ukraine and the European Union formally opened talks on Cluster 6, titled 'External Relations.' Ukrainian Foreign Minister Andriy Sybiha announced that Kyiv’s foreign policy now aligns with the EU’s position at a rate of 99%. This milestone marks a significant step forward in Ukraine’s relationship with the bloc and underscores the country’s commitment to European integration.

Within Cluster 6, one of the key components is Chapter 31, which highlights the extensive collaboration between Ukraine and the EU. Andriy Sybiha remarked,
“Opening Cluster 6 'External Relations' sends another clear signal that Ukraine is moving confidently toward EU membership.”This statement reflects the optimism of the Ukrainian government regarding the future development of ties with the European Union.
The minister also emphasized,
