According to inkorr.com: In Ukraine and Poland, discussions are ongoing regarding the requirements for exchanging driver's licenses for Ukrainians residing in Poland under the temporary protection program (PESEL UKR). Ukrainian citizens staying in Poland under temporary protection can use their Ukrainian driver's licenses only until September 30, 2025. After this date, they will need to obtain a Polish driver's license. A six-month period is allocated for this, so it is advisable to start the process now.

The requirement also applies to international Ukrainian model licenses. Moreover, individuals who stay in Poland for more than 185 days a year (regardless of the grounds – visa, residence card, etc.) must also exchange their licenses as soon as possible.

 

Reasons for the new rules

  • Ensuring road safety – compliance of drivers with local standards.
  • Administrative control – the ability to account for and register violations.
  • Social integration – Polish licenses simplify interaction with authorities.

Where to apply for documents

Applications can be submitted at the transport department (wydział komunikacji):

  • in districts – at starostwo powiatowe;
  • in cities of district significance – at urzędzie miasta.

Required documents

  • Completed application;
  • Original Ukrainian license and a copy, as well as an official translation into Polish;
  • Copy of the residence document (PESEL UKR in paper or digital form);
  • Possibly, a passport (internal or foreign);
  • Photograph 35×45 mm;
  • Payment: 100.50 PLN state fee + 125 PLN consular fee.

Process and timeline for issuing

The processing takes approximately 30 days. You can register online or in a live queue. During the exchange, Ukrainian driver's licenses are confiscated, and a temporary certificate for driving a car is issued instead.

What is not required

  • Theory test - Ukrainians with PESEL UKR are exempt;
  • Medical certificate - usually not required if the license is not expired and not old, exception - when adding new categories.

Consequences of violations

  • Fine from 500 to 5000 PLN;
  • Possible temporary seizure of the vehicle for serious violations;
  • Insurance risks - refusal of payouts in case of an accident.

From September 30, 2025, the automatic recognition of Ukrainian driver's licenses in Poland (both national and international) will be canceled according to local legislation.

Earlier, it was reported that one of the EU countries plans to change the timelines for temporary protection for Ukrainians.

Thus, Ukrainians with temporary protection status in Poland can use their Ukrainian driver's licenses until 2025. Subsequently, they should take care of exchanging for a Polish driver's license to avoid difficulties in the future. This is an important issue that should be resolved in advance.
