24,000 Ukrainians have changed their professions with state funding: Who has received vouchers.
According to inkorr.com: Since the beginning of 2025, about 24,000 people have received vouchers for free training from the Employment Agency. This program offers the opportunity to retrain for free or improve qualifications in a chosen field. This is reported by

Who applies for vouchers most frequently
The most active users of education vouchers are Ukrainians over 45 years old — they make up nearly 70% of all program participants. Other categories include:
- 22% — internally displaced persons,
- 6% — people with disabilities,
- 3% — participants in hostilities.
Regions with the highest number of issued vouchers
The majority of vouchers were issued in the Dnipropetrovsk, Kharkiv, and Zaporizhzhia regions.
Fields available for learning with the voucher
This year, the most sought-after training fields are nursing, psychology, cooking, social work, and driving.
The list of available professions is constantly updated: Currently, it includes 156 options approved by the Ministry of Education and Science. Training can take place at both universities and vocational institutions. The Employment Agency has eight modern vocational education centers focusing on practical skills and new methodologies.
The state compensates the training under the voucher up to 30,000 Hryvnias. The funding for the program comes from the Fund for Mandatory State Social Insurance in the event of unemployment.
Applications for obtaining a voucher can be submitted at any employment office, online through the state employment agency's website, or via the mobile app.
This program provides a significant opportunity for Ukrainians seeking new possibilities in the job market.
