Government Approves Fresh Framework for Reviewing Critical Enterprises

According to Novyny.live: Ukraine's Cabinet of Ministers has introduced a revised procedure and timeline for reassessing companies that hold critical-importance status, which grants them the right to reserve military-liable employees. This verification process for existing decisions will run until September 1, 2026, and will enforce stricter salary thresholds and tighter oversight on the number of reserved workers.

Updated Criteria and Deadlines

Under a new resolution adopted on May 30, 2026, enterprises with critical status must update their eligibility criteria by June 10. Compliance checks against these new requirements must be completed by July 1.

  • For most companies, the minimum monthly wage is set at 25,941 Ukrainian hryvnias.
  • For businesses operating in active combat zones, the minimum wage threshold is 21,618 Ukrainian hryvnias.

Additionally, the updated rules impose caps on the number of reserved employees. If a company exceeds this limit, it must submit a request to cancel the relevant reservations within 10 business days. These measures aim to strengthen oversight of how military-liable personnel are reserved and ensure adherence to the new standards.

The revised review process for critically important enterprises underscores the Ukrainian government's push to optimize the use of labor resources during the ongoing military conflict.

Raising the minimum wage bar and tightening control over reserved staff counts could help channel skilled workers more efficiently into key economic sectors. This may also bolster the financial stability of businesses that rely on reservation status, while improving working conditions for employees amid wartime pressures.
