According to inkorr.com: The Cabinet of Ministers of Ukraine has approved the action plan of the Ministry of Energy for the winter period of 2025/26. The document stipulates the implementation of a number of measures, in particular, engineering protection in conditions of energy crises, the creation of equipment reserves for rapid restoration of energy supply, as well as the formation of crisis headquarters at local levels for prompt response to emergency situations.

Moreover, the plan includes support for frontline regions and strengthening communication infrastructure to ensure connectivity, even when electricity is absent.

'The enemy has not changed its intentions to completely destroy our energy system and plunge Ukrainian cities into total darkness, and for that, it constantly applies new tactics. So we must be ready for any scenarios. The developed roadmap will allow us to increase the resilience of the fuel and energy complex facilities to potential attacks, reduce the recovery time of electricity and heat supply, ensure effective interaction between all structures, and rational use of equipment reserves'
