New Salary Threshold for Employee Reservation: What Ukrainian Businesses Must Pay by June.
Revised Rules for Worker Reservation
According to Novyny.live: Ukraine's Cabinet of Ministers has enacted Resolution No. 692, introducing updated criteria for reserving employees at enterprises deemed critically important. Under these changes, the average monthly wage at such firms must now reach at least 25,941 hryvnias. Companies have until June of this year to align their payroll figures with the new requirements.
These adjustments will take effect on September 1. Government agencies will begin evaluating average salary data starting in July 2026. This gives businesses a defined window to adjust their financial metrics and comply with the updated standards.
Why Meeting the New Norms Matters
Deputy Economy Minister Oleksiy Sobolev has addressed the new rules, emphasizing that compliance is critical for maintaining labor market stability. The changes specifically target strategically important enterprises that are vital to the national economy.
Beyond affecting the reservation process for military-liable staff, these requirements serve as a mechanism to drive up wages in key sectors. This could improve workers' social conditions and boost their overall motivation.
As a result, businesses must prepare for the new operational conditions. Adhering to the resolution's standards will become a prerequisite for their continued operations.
The adoption of this new resolution by Ukraine's Cabinet of Ministers reflects the government's commitment to ensuring labor market stability and raising living standards for workers at critically important enterprises. Oleksiy Sobolev
The transition period for these new rules will allow companies to prepare for the changes, which could in turn stimulate economic growth in the affected sectors.
