Updated Draft Law on Basic Social Assistance Unveiled
According to Novyny.live: The Ukrainian government has introduced a revised version of a draft law on basic social assistance that could dramatically reshape the country's welfare system, including the elimination of several existing payments. Submitted on March 20, this new proposal follows the failure of the previous bill, No. 14051, to gain approval. Under the updated plan, each individual could receive a basic social allowance of approximately 4,500 hryvnia.
New Assistance Program Launched
Starting April 1, Ukraine rolled out a separate aid program worth 1,500 hryvnia for vulnerable groups. The latest draft law stipulates that the base amount for assistance should be set according to the annual State Budget of Ukraine law, meaning payment levels may fluctuate based on available budget funds.
A key feature of the proposal is that the base amount for a family will be calculated at 100 percent of that base value for the first family member. This adjustment aims to improve the financial conditions for households receiving support.
Under the new rules, aid for guardians of orphaned children would be granted for one year from the application date. These potential changes could have a significant impact on many Ukrainians, directing resources to those in greatest need amid ongoing economic challenges.
This draft law represents a major step in reforming Ukraine's social policy and could serve as a foundation for further changes to the social protection system.
The introduction of new funding mechanisms, along with a budget-dependent calculation of benefits, may enhance the efficiency of aid delivery to vulnerable populations.
