This measure grants the local administration expanded powers and underscores ongoing governance failures in the region. Eskender Bariev, head of the Crimean Tatar Resource Center, shared these developments during a broadcast on the FREEДОМ television channel.

Under the newly declared regime, the occupying authorities are now permitted to:

• restrict the movement of people and vehicles;
• enforce special operational rules for businesses;
• seize property, transport, and enterprise resources without following standard legal procedures;
• dip into reserve funds;
• justify any economic difficulties as force majeure.
