Tougher Penalties for Littering in Ukraine: Fines Up to 51,000 UAH and Up to 10 Years in Prison.
Ukraine’s New Waste Management Laws: What’s Changing
According to Novyny.live: Ukraine is set to tighten its laws on waste management, targeting illegal dumping and the creation of unauthorized landfills. Two bills, No. 15325 and No. 15327, have been submitted to the Verkhovna Rada of Ukraine, and if passed, they could significantly reshape how environmental violations are handled. These measures come amid growing public concern over pollution and inadequate waste control across the country.
Fines and Criminal Liability
Under the proposed legislation, fines for contaminating land could reach 51,000 UAH. For regular citizens, penalties for violating waste rules would range from 1,700 to 5,100 UAH. Officials and business owners face steeper fines—between 13,600 and 17,000 UAH. Repeat offenders would see even higher penalties:
- For individuals: up to 15,300 UAH;
- For officials: up to 51,000 UAH.
The bills also introduce criminal liability for environmental crimes, with potential prison sentences of up to 10 years. The new rules aim to crack down on failures to comply with permit conditions, missing waste management plans, lack of waste declarations, and ignoring orders to clean up illegal dumps. Authorities will also target unaccounted orphan waste, unauthorized landfills, and operations conducted without the required waste handling permits.
Overall, these legislative changes are designed to boost accountability for environmental offenses, which is expected to improve Ukraine’s waste management and environmental protection. If approved, they should help curb violations and support sustainable development, reflecting a heightened national focus on ecological issues and the need for stronger enforcement of environmental standards.
