Pensions in Ukraine Cut to 5000 Hryvnias: Who is Affected by the Changes and What to Expect in February.

According to the Pension Fund of Ukraine, the number of retirees in Ukraine has decreased by 173 thousand people over the year, totaling 10.343 million.
The average pension in Ukraine at the beginning of the year is 5,789 Hryvnias. Over the year, it has increased by 7.5%, but in the last quarter, it slightly decreased by 62 Hryvnias.
About 6.5 million Ukrainian retirees receive pensions lower than 5,000 Hryvnias. The expenses for pension payments in January amounted to 61.8 billion UAH, which is 1.5 billion UAH less than in December.
From January 1, 2025, there was a reduction in special pensions, the amount of which, by court decisions, exceeded 23,610 Hryvnias. The conditions for payments to victims of the Chernobyl disaster have also changed - instead of supplements in the amount of three minimum wages, an allowance of 2,371 Hryvnias has been established.
The Ministry of Social Policy has published the Pension Fund budget project for 2025, according to which a pension indexation of 10% is planned from March 1. However, this decision has not yet been approved.
Minister of Social Policy Oksana Zholnovich stated that the cessation of international aid from the USA will not affect pension payments.
The total number of retirees in Ukraine is 10.3 million, of which 2.8 million continue to work. The average pension of working retirees is 6,302.76 Hryvnias, which is 513.71 Hryvnias more than the average pension in the country.
Pensions exceeding 23,610 Hryvnias will be subject to limiting coefficients for prosecutors, members of parliament, civil servants, and other categories.
In March 2025, a pension indexation of 10% is planned. The final percentage increase may change due to a higher than expected 9.7% inflation. Additional payments for older retirees have also been introduced.
