Lack of a Cohesive Plan for the Return of Ukrainians from Abroad

According to Espreso.tv: Ukraine's Minister of Social Policy, Oksana Zholnovych, has stated that the country currently lacks a comprehensive and coordinated approach to facilitating the return of its citizens living overseas. This absence of a unified strategy, she noted, complicates the reintegration process for those coming back after extended periods abroad. The minister emphasized that returnees may require specialized adaptation and support programs to ease their transition.

Zholnovych has held her position as head of Ukraine's Ministry of Social Policy since 2022 and is expected to continue in this role through 2025. On June 3, it was announced that her ministry had launched public consultations regarding an action plan for 2026–2027. These consultations could mark a critical step toward developing new initiatives to assist Ukrainians returning to the country.

The Growing Urgency of Reintegration Efforts

Given these circumstances, the issue of adapting to life back in Ukraine for returning citizens is becoming increasingly pressing. Zholnovych remarked:
