According to inkorr.com: On September 1, 2025, the Law of Ukraine 'On Lobbying' came into effect. This law establishes the legal basis for creating a transparent and accountable lobbying system, defining the rules for influencing the legislative process and ensuring accountability to society. This was reported by the press service of the National Agency for the Prevention of Corruption (NAPC).

Key Tool

According to the NAPC, the law introduces an important component - the 'Register of Transparency'. This is an open platform that collects, processes, and publishes data on lobbyists and their activities.

“Now we can say that this law has not remained just on paper. Along with it, the NAPC is launching the key tool for its implementation - the Register of Transparency. It is already available,” said NAPC head Viktor Pavlushchik.

Lobbyists' Responsibilities

The launch of the Register means that individuals engaged in lobbying, especially for the adoption of regulatory legal acts in favor of third parties, must obtain the status of a lobbying entity.

To obtain the status of a lobbying entity, it is necessary to submit an application to the Register, adhering to the following requirements:

  • individuals with full legal capacity;
  • legal entities registered in Ukraine;
  • foreign legal entities with representation in Ukraine in accordance with the law 'On Foreign Economic Activity'.

Structure of the Register

Candidates for obtaining status must submit data to the Register as provided by law by filling out the registration form available after authorization.

The Register consists of two parts:

  • a public part - accessible to all, containing information about lobbying entities, their reports, and statistics;
  • an electronic cabinet - a personalized environment for registered users where reports can be submitted and data can be updated.

The NAPC also noted that through the public part of the Register, it is possible to search and view information about lobbying entities, verify the authenticity of extracts, and familiarize oneself with statistical data.

The Register became the first information system to receive security authorization under new standards established by Ukrainian legislation, thanks to the support of the State Service for Special Communications and Information Protection of Ukraine.

The 'Digitalization for Growth, Integrity and Transparency' project (UK DIGIT), implemented by the Eurasia Foundation and funded by UK Dev, supported the creation of the Register of Transparency.

With the adoption of the lobbying law, Ukraine is making an important step towards transparency in the legislative process. It aims not only to regulate the activities of lobbyists but also to increase public trust in government institutions. The Register of Transparency, the launch of which has become an integral part of this law, should ensure control over lobbying activities and make them more open to the public.

The prospects for the implementation of this law largely depend on the activity of the lobbyists themselves and the willingness of society to monitor their activities. Such an approach can become an important element in the fight against corruption and the promotion of ethical standards in Ukraine.
