The law on the launch of the 'State Agricultural Register' has been adopted

On Thursday, September 19, the Verkhovna Rada of Ukraine adopted in the second reading and in general the bill on the launch of the 'State Agricultural Register'.

This was reported by Member of Parliament Yaroslav Zheleznyak on the Telegram channel.

267 deputies voted for this decision. The law is expected to create a transparent mechanism for farmers to receive subsidies and expand the range of users of state support in the agricultural sector.

'The Rada adopted the law No. 11063-d on the information and communication system 'State Agricultural Register' in general. It's about a transparent mechanism for farmers to receive subsidies. 'For' - 267. This is Ukraine Facility Plan and DPL of the World Bank,' - emphasized Zheleznyak.

Thus, the current State Agricultural Register is transformed into the Register of Agricultural Producers (farm register).

'The creation of the SAR in this format will allow improving the provision of state support, support from local budget funds, international technical assistance, grants in agriculture or other assistance', the bill states.

At the same Time, the Ministry of Agrarian Policy and Food noted that the law:

  • expands the circle of those who can use the SAR (State Agricultural Register). Now state support will be available not only to those who produce agricultural products but also to organizations related to water use, as well as other participants in the agro-industrial complex;
  • clarifies the legal status of the SAR and its source of funding. The SAR is now officially considered a complex information system. It will collect, store, process, and display data, etc. Various state services, including administrative ones, can also be obtained through it;
  • determines the responsibilities and rights of those who will manage the SAR, administer it, and provide technical support. It also specifies what objects will be included in the SAR and what types of information will be processed in it;
  • provides for the possibility of generating extracts from the SAR;
  • defines the rights and responsibilities of SAR users;
  • provides for the mandatory use of SAR data and/or software tools for maintaining the SAR when providing state support, partial guarantees for credit obligations of small and medium businesses, as well as insurance support for agricultural products;
  • plans to reorganize the structure of the existing State Agricultural Register by creating separate subsystems or sections. This will allow the current SAR, which operates under the Law of Ukraine 'On State Support for Agriculture of Ukraine', to be transformed into a broader State Register of Agricultural Producers, which can also be called a farm register;
  • introduces monitoring of targeted use of state support and assistance, grants in agriculture, taking into account the position of international partners;
  • ensures electronic information interaction of the SAR with other information and communication systems, electronic information resources, cadastres, and systems.

Recall, the Ministry of Agrarian Policy evaluated the losses of the agricultural sector as a result of the war.
