Ukraine has reduced funding for subsidies, benefits, and pensions: the Ministry of Social Policy cited the reason.

The Ministry of Social Policy explained the reduction in funding for social protection programs by 50 billion hryvnia. This was announced by representatives of the ministry.

According to the draft budget of Ukraine for 2025, proposed by the government, 419.2 billion hryvnia will be allocated for the programs of the Ministry of Social Policy. This amount is 50 billion less than last year when 468.67 billion hryvnia was allocated for these purposes.

According to the representatives of the ministry, the reason for the reduction in funding is the decrease in the number of low-income families. The government is interested in attracting funds from international partners to support needy citizens.

"The state will provide financial support, necessary payments, and services to all needy citizens. And social payments and assistance will be properly financed. The Ministry of Social Policy, in turn, will continue to work on finding resources, including from international partners, to support Ukrainians from the most vulnerable categories," the ministry said.

The budget for 2025 provides for allocating 19.7 billion hryvnia to support low-income families, which is 0.5 billion less than in 2024. The decrease is due to the smaller number of aid recipients last year, but this amount is sufficient to protect the most vulnerable families.

It is also planned to allocate 80.8 billion hryvnia to support Ukrainians in difficult life situations. This amount includes payments for internally displaced persons, which will remain at the same level: 3000 hryvnia for persons with disabilities and children, 2000 hryvnia for other categories.

The budget for housing subsidies and benefits is reduced to 42.3 billion hryvnia compared to 50 billion last year. The Ministry of Social Policy explains that this amount corresponds to the expected expenses due to tariff increases.

For the social protection of people with disabilities, 6.7 billion hryvnia is planned, which is 0.3 billion more than in 2024. The amount allocated for the social protection of children and families will remain at the level of the previous year – 27.4 billion hryvnia.

Total pension provision expenditures will amount to 780.9 billion hryvnia. It is planned to index the lowest pensions. The development of the social services system will be ensured by providing 1.3 billion hryvnia, which is 22% more than in 2024.

It was previously announced that pensions would increase in 2025.
