According to Novyny.live: As of 2026, Ukraine has introduced major revisions to how deferral requests from military mobilization are processed. Under the updated system, applications are no longer accepted at territorial recruitment centers (TCCs). Instead, they must be submitted exclusively at Administrative Service Centers (ASCs, known locally as TsNAPs). This shift means that individuals seeking deferrals are now required to appear in person at an ASC to file their paperwork. For context, these centers are widespread across the country, offering a range of government services, which aims to make the process more accessible.

Under the new regulations, documents can be submitted either in person or online via the 'Reserve+' mobile app. However, it is crucial to note that in-person submissions at ASCs cannot be done by a representative or proxy—only the applicant themselves may file the request. As Yuriy Ayvazyan stated,

“Your deferral application at the ASC will only be accepted if you appear personally.”

This means that submitting an application through a third party is not permitted.

The processing time for documents at ASCs can take up to two weeks. Center staff are required to accept applications for new deferrals or extensions at any time during working hours. This change is designed to streamline the procedure and improve accessibility for citizens. As Yuriy Ayvazyan noted,

“The application is submitted by the applicant personally at the center.”
