Traveling Abroad During Wartime

According to Novyny.live: A citizen's military registration status is the key factor determining whether they can leave Ukraine while martial law is in effect. Conscripts are permitted to travel abroad, whereas those classified as military liable are not. This issue gained urgency after the full-scale war began, when the government imposed strict exit restrictions on registered individuals.

How Different Registration Statuses Affect Travel Eligibility

The two main statuses that influence travel rights are "conscript" and "military liable." Citizens aged 18 to 23 who are not subject to mobilization have been granted permission to leave the country. For instance, a 22-year-old man with a "temporarily unfit" status recently sought legal advice on his ability to travel, highlighting the strong interest among young people in this matter.

It is crucial to note, however, that individuals classified as military liable are prohibited from leaving Ukraine while martial law is in force. To travel abroad for official business, citizens must obtain a specific permit, which is not issued by Territorial Centers for Recruitment and Social Support (TCCs).

'If you were classified as military liable, the issue would be whether you could even reach the border without a formal deferment.' Yuriy Ayvazyan, legal expert

This underscores how critical a person's military registration status is for anyone planning to exit the country. Ayvazyan also notes that, according to Clause 22 of Procedure No. 1487, conscripts are not required to undergo a military medical commission during martial law. "You do not need to pass the medical exam; you can travel freely," he explains. This gives conscripts a clear advantage over military-liable individuals, potentially influencing their decisions about leaving Ukraine.

In short, the ability to travel abroad during the war in Ukraine hinges entirely on a citizen's military registration status—a crucial consideration for anyone planning cross-border trips.

This situation highlights the importance of Ukrainians clearly understanding their military status amid the ongoing conflict and government-imposed restrictions. As mobilization rules and travel bans evolve, citizens intending to go abroad must carefully study their rights and obligations to avoid potential legal pitfalls.
