Roksolana Pidlasa denied delays in payments to the military: how the government will secure funding.
According to inkorr.com: The head of the budget committee of the Verkhovna Rada, Roksolana Pidlasa, denied earlier statements about possible delays in salary payments to Ukrainian military personnel. In her post on Facebook, she confirmed that funds for the army would be provided on time.
'There can be NO delays in military payments, and there will not be, because the government is attracting funds from the placement of government bonds to cover temporary liquidity gaps,' Pidlasa stated.
Pidlasa explained that the government is using the mechanism of placing internal government bonds for operational financing. She also emphasized that in 2025, the needs of the defense sector will significantly increase, and according to her, expenses are planned to rise by almost 300 billion UAH.
Changes to the state budget for 2025
The Ministry of Finance is working on a bill that foresees changes to the state budget for 2025, and its registration is planned for early October. Pidlasa emphasized that the parliament must pass these changes by November 1.
'These changes will be possible only when the European Commission finally approves the use of 6 billion euros in ERA Loans for operational military needs. The outlook is very optimistic,' the deputy noted.
Problems in the budget for 2026 and the situation in defense
Earlier, in an interview with 'RBK-Ukraine', Pidlasa pointed out that funds for military salaries would only be sufficient until November 1, after which a deficit could occur. She also stressed that social spending, even taking possible cuts into account, cannot be redirected to defense needs, as they are financed by international partners.
'Ukraine must speak candidly with its partners: the biggest problem is not arms, but financial support in the defense sector,' she emphasized.
Thus, Roksolana Pidlasa confirms that funding for the military will be provided on time, while the government plans a significant increase in defense expenditures in 2025 and is working on changes to the state budget. Current efforts to ensure financial stability in the defense sector demonstrate the government’s clear strategy in the face of ongoing challenges.
