The Verkhovna Rada has approved a law: owners of destroyed housing will receive land.
According to inkorr.com: On October 8, the Verkhovna Rada approved Bill No. 13174, which allows
Ukrainians whose homes have been destroyedduring the war to receive land for free under the destroyed houses. This law aims to simplify the process of restoring housing for affected citizens. The
press serviceof the Verkhovna Rada reported this.
Guarantees of the new law for owners of destroyed housing
According to the new law, owners or their heirs may receive land plots without bidding if the ownership rights to the property have been canceled due to its destruction as a result of hostilities. This provision will be in effect during martial law and for another five years after its conclusion.
Main provisions of the adopted law

land plots under destroyed buildings will be provided for free;

transfer will be possible without land auctions;

construction is allowed without the need to develop urban planning documentation if the land use purpose does not change;

only owners or heirs of destroyed objects have the right to receive land, which is confirmed by data from state registers.
This law also empowers the Ministry of Environmental Protection to approve the methodology for determining damage caused to land resources due to pollution or littering during the war. Diplomatic missions may be exempted from land rent if this is provided for by international agreements ratified by
the Verkhovna Rada.
The explanatory note states that this law is aimed not only at supporting people who have lost their homes but also at restoring housing infrastructure. The law simplifies bureaucratic procedures and reduces the risks of abuse, as land can only be received by those whose property is officially recognized as destroyed in state registers.
