Mobilization Deferment for Internally Displaced Persons

According to Novyny.live: Internally Displaced Persons (IDPs) who have fled occupied territories or combat zones may now qualify for a deferment from military mobilization before registering for conscription at their new location. This new provision is designed to ease the registration process for IDPs by granting them a specific status.

Under current rules, citizens who receive IDP status have a 7-day window to initiate their military registration. The required documents include:

  • A written application,
  • A specific application for military registration,
  • Documents confirming the change of residence.

These steps are crucial for securing the legal status of IDPs during the mobilization period.

Official Commentary

Vladyslav Derii, a representative of the Shchastia Territorial Recruitment Center, clarified the procedure. He noted that

"you can be granted a deferment even if you are already registered for military service with the Shchastia TCC."
This indicates that deferment is possible for those already on the military register, provided they are employed at a critical enterprise, have updated their data, and are not wanted by authorities. Derii further emphasized that
"after receiving the deferment, you can register for military service with the TCC at your place of IDP registration."

These regulatory changes aim to simplify the registration process and provide a pathway to obtain mobilization deferments, which is vital for protecting IDP rights under difficult circumstances. Understanding these rights and procedures is essential for IDPs navigating their new realities. This policy is part of broader government efforts to support the millions of Ukrainians displaced by the ongoing war, helping them stabilize their lives and integrate into new communities while the conflict continues.
