Can a University Refuse Admission to Students Wanted by the Military? Legal Options Explained.
University Enrollment While Listed as Wanted by the Military
According to Novyny.live: Ukrainian citizens retain the legal right to apply to higher education institutions even if they are listed as wanted by Territorial Recruitment Centers (TRCs). This right is enshrined in law, though some universities may still reject their applications. In the event of a denial, applicants are entitled to a written refusal and can challenge it in an administrative court.
Current legislation does not prohibit enrolling in a university while being wanted by the TRC.

For those planning to pursue higher education, it is important to note that individuals placed on the TRC wanted list for violating military registration rules can still continue their studies. However, under martial law, conscription-age citizens must provide a military registration document when applying to a university.
- Students enrolled in domestic higher education institutions are entitled to a deferment from mobilization for the entire duration of their studies.
If a university decides to refuse admission, Yuriy Ayvazyan recommends the following course of action:
Request a written refusal of admission from the university and appeal it in an administrative court.

Therefore, Ukrainian citizens can pursue education even if they are on the wanted list, but they should be prepared for potential obstacles during the admission process.
This information is particularly relevant given the challenges facing Ukrainian society during wartime. Under martial law, access to education remains a priority, and the ability to enroll in higher education institutions despite being wanted opens up new opportunities for young people. Citizens seeking a university degree can exercise this right, but they need to be aware of the procedures and possible difficulties that may arise during their studies. This underscores the importance of legal awareness and active defense of one's rights in a complex environment.
