New Rules for Horse Racing: How a 100-1 Winner from Ireland Influenced Changes.
According to The Sun: The winner of the Cheltenham Festival, the horse Willie Mullins with odds of 100-1, will not be able to participate in the races due to new rules that have come into effect immediately.
The British Horse Racing Authority (BHA) has announced three initiatives aimed at strengthening the positions of British horses in competition with Irish rivals.

One of the innovations will significantly affect the eligibility requirements for teenagers: now participants must have a rating of at least 110 issued by a recognized market expert after at least one start over hurdles.
The horse Poniros made history at the festival in March by winning the Triumph, even though it had not previously competed over hurdles. It won the main category for juniors on its debut with odds of 100-1. If the new rules had been in effect then, it would not have been able to participate in the races.
“There are new requirements for Grade 1 Novices’ and Juvenile Hurdle races. Horses will only be allowed if they have a minimum rating of 110 - either through a published market rating or as evaluated by BHA that they have competed at that level in at least one start over hurdles.”
Changes to Race Schedules
Among other changes are increased weights for novices in races and modifications to the junior jumping schedule. These races will be introduced later this year, specifically allowing non-winning participants to return to buffer trials.
Tom Byrne, head of racing and betting at BHA, noted: “Throughout our sector, the importance of increasing the number of horses is recognized - especially those bred, owned, trained, and showcased in competitions in Britain.”
“The main goal of these changes is to improve the quality of racing for participants and consumers, as well as to provide our promising young horses the right opportunities to realize their potential over hurdles and jumps.”
