Updated Customs Regulations Across the European Union

According to Novyny.live: Starting July 1, 2026, the European Union will roll out revised customs rules affecting all international parcels. Under the new framework, a €3 surcharge will apply to every commercial shipment and private gift valued above €45. These changes impact any entity involved in cross-border trade sending goods into EU countries.

Breakdown of the New Requirements

According to the updated regulations, VAT must be paid on parcels if it was not already settled through the IOSS system. The additional €3 fee will be charged for all commercial deliveries, as well as for private gifts listed on the customs declaration. Importantly, if a single package contains two different product categories, the surcharge doubles to €6; however, identical items sharing the same customs code will still incur only the €3 fee.

In response to these upcoming changes, Ukrposhta has integrated with the international IPC IT system based in Brussels. This move aims to streamline the processing of cross-border shipments. Following the implementation date, a transition period of one to two months will allow market participants to adjust to the new requirements.

As a result, from July 1, 2026, sending parcels to the European Union will become more expensive due to these updated customs rules, which cover both commercial goods and private gifts. These developments could reshape consumer behavior and business strategies for those engaged in international trade.

The introduction of these customs changes may significantly alter the dynamics of global commerce. Higher shipping costs might push businesses to rethink their pricing and logistics strategies. Consumers, in turn, could face increased prices on imported goods, potentially reducing their purchasing power.
