Salaries in the civil service - salaries, allowances, and bonuses in 2025.
In 2025, the rules for the payment of official salaries, allowances, and bonuses for civil servants have changed. Salaries consist of several elements, some of which have maximum amounts set. This is provided for by law No. 4282-IX on the implementation of unified approaches to the remuneration of civil servants based on job classification.
In 2025, the remuneration of civil servants depends on the classification of positions carried out over the past year and a half. It includes the official salary, longevity allowance, civil servant rank allowance, and annual evaluation bonus, all of which have their own limitations on amounts. In addition, civil servants are entitled to guarantee and compensation payments regardless of the salary amount.
Legislative norms also establish limits on the amounts of certain payments to avoid exceeding specified percentage limits. Civil service legislation also regulates limits on longevity bonuses and monetary assistance during vacations. Detailed conditions for remuneration in military administrations in 2025 can be found on the website.
In 2025, new rules for salary payments to civil servants were introduced in Ukraine. Remuneration now depends on the classification of positions and has limitations on the amounts of certain types of payments. These changes are aimed at greater transparency and rational use of budget funds.
