Ukraine Terminates Participation in State Border Protection Agreement
According to TSN.ua: President Volodymyr Zelenskyy has signed a decree initiating Ukraine's withdrawal from the Agreement on the Protection of State Borders and Maritime Economic Zones of the Commonwealth of Independent States (CIS) member states. This move is part of Kyiv's ongoing effort to disentangle itself from post-Soviet political structures. The original agreement was concluded in Kyiv on March 20, 1992.
According to the decree, Ukraine's Ministry of Foreign Affairs is instructed to formally notify the agreement's depository of the nation's withdrawal from this international treaty. Furthermore, the Cabinet of Ministers has decided to exit three additional international agreements with CIS member states. This follows Ukraine's recent withdrawal from a CIS agreement and two related protocols concerning cooperation in the field of public health.
Legal Basis and Implications of the Decision
The presidential decree was issued in accordance with Article 106, Part 1, Clause 3 of the Constitution of Ukraine. It also cites Article 24 of Ukraine's Law 'On International Treaties of Ukraine' and Article 56 of the Vienna Convention on the Law of Treaties as its legal foundation.
Ukraine's exit from this agreement underscores the country's continued pursuit of greater independence and sovereignty in its international relations.
