President of Ukraine Volodymyr Zelenskyy plans to address the Verkhovna Rada on October 16. This was reported by the advisor to the head of the President's Office, Serhiy Leshchenko, on his Telegram channel. According to him, the sole reason for this address is the public presentation of the victory plan.

The Ambassador of Ukraine to Germany, Oleksiy Makeiev, also confirmed that the victory plan will be presented in the coming days.

According to the information of the advisor to the head of the President's Office, Mykhailo Podolyak, the Ukrainian "victory plan" includes requests for an increase in the number of ATACMS and Storm Shadow missiles, as well as a request to allow strikes with them deep into Russian territory. According to Podolyak, this may change Putin's calculations due to increased internal pressure on the Russian dictator and the weakening of the Russian armed forces at the front.

However, Washington is currently refusing to grant permission for strikes deep into Russia with Western missiles, fearing that Moscow will perceive it as a "serious escalation".

Zelenskyy first mentioned the existence of the victory plan in August, stating his intention to present it to US President Joe Biden. On September 18, work on the plan was completed, after which Zelenskyy set out to present it.

The plan consists of five points, one of which is the Kursk operation. It is aimed at strengthening Ukraine's positions ahead of the second Peace Summit, scheduled for November. The President believes that support for the plan by partners can significantly strengthen Ukraine's positions and contribute to compelling Russia to a diplomatic end to the war.
