Zelensky Appointed New Deputies of the SBU: Who Received Key Positions.
According to ТСН: President Volodymyr Zelensky has today appointed new deputies of the Security Service of Ukraine.
The relevant decrees have appeared on the official website of the president.
The First Deputy Head of the SBU is Oleksandr Poklad.
Who is Oleksandr Poklad
On November 30, 2021, Zelensky appointed Poklad as the head of the Counterintelligence Department of the SBU. In 2023, Poklad became the deputy head of the SBU.
Oleksandr Poklad was also a member of the Ukrainian delegation during negotiations with Russia in Istanbul on May 16, 2025. Since November 28, 2025, he has been part of Ukraine's negotiation group.
On September 30, Volodymyr Zelensky awarded Poklad the title of Hero of Ukraine. He has been honored not only with the "Golden Star" but also with the Order of Bohdan Khmelnytsky III degree, as well as the orders "For Courage" III and II degrees.
The local publication "Poltavshchyna" reports that Poklad, originally from Kremenchuk, worked as an assistant on a voluntary basis to former regional party deputy Ivan Mirkhnyy during Viktor Yanukovych's presidency.
According to data from open sources, Poklad was previously an assistant to People's Deputy Ravil Safovich Safiullin from the Party of Regions (6th convocation, 2007—2012).
Two More Deputies
The new deputies are Andriy Tupikov and Denys Kylymnyk.
There is not much information available about Tupikov in open sources. As noted by hromadske, in August 2015, he received the Order of Danylo Halytskyi for courage and heroism during the defense of Ukraine’s state sovereignty.
Who is Denys Kylymnyk
Kylymnyk has also been appointed as the head of the Anti-Terrorist Center of the Security Service of Ukraine.
Previously, Denys Kylymnyk held the position of the first deputy head of the CSO "A". Before the appointment, Zelensky met with Kylymnyk and noted him as one of the organizers of strikes on Russian territory.
"Last summer, I awarded Denys the title of Hero of Ukraine, and it is absolutely deserved. He is one of those who organizes the most significant and entirely justified strikes against the Russian occupier for this aggression. We discussed the results of the Security Service of Ukraine's work over the years of war and exchanged assessments regarding the possible development of the Service. Thank you for your extraordinarily significant participation in the defense of our state and people," the head of state noted.
It is also known that Kylymnyk participated in the "Spider" operation.
We remind you that after the resignation of Vasyl Maliuk, the president appointed Yevheniy Khmara as the acting head of the SBU.
These appointments indicate a renewal of the leadership of the Security Service of Ukraine in wartime conditions and emphasize the importance of personnel decisions in the strategic planning of the fight against aggression. With the new deputies, the SBU hopes to strengthen operational activities and effectiveness in countering threats to national security.
