These included a halt to attacks on energy infrastructure, the possibility of a meeting with Russian President Vladimir Putin, the current state of negotiations, the issue of 'busification', and security guarantees. The talks highlight the complex diplomatic efforts underway to end the ongoing war.

A key point of discussion was a potential temporary truce on attacks targeting energy systems. Russian representative Yury Ushakov noted that Zelenskyy could travel to Moscow for a meeting with Putin. However, Zelenskyy himself stressed that a comprehensive ceasefire is not currently on the table.

“We do not have a ceasefire,” he stated, pointing to the continued conflict.

Negotiation Status and Security Assurances

On January 28, Putin expressed a readiness to guarantee the Ukrainian leader's safety. Despite this, negotiations to end the war are ongoing, and Zelenskyy indicated that “so far, we cannot find a compromise on the territorial issue.” This reveals fundamental disagreements that are stalling the peace process.

Furthermore, Zelenskyy instructed Defense Minister Mykhailo Fedorov to resolve the matter of 'busification'. He noted that he had asked Palisa, together with Fedorov, to “put an end to unresolved questions” on this issue.

Zelenskyy added that “this is not enough, as the parliaments of partner countries have not supported or voted for this declaration.” Thus, while talks between Ukraine and Russia continue, their progress is hampered by differences requiring further discussion and resolution. The situation underscores the immense challenge of securing binding, long-term security commitments for Ukraine from its allies.
