According to TSN.ua: Ukrainian President Volodymyr Zelenskyy has addressed Russia's breach of an understanding to halt attacks on critical infrastructure during severe winter cold. The violation began on the night before Friday, as temperatures in Ukraine plunged below -20 degrees Celsius (-4 degrees Fahrenheit). A subsequent strike on energy facilities occurred on February 3, raising serious concerns for the Ukrainian government.

Zelenskyy stated that the Russian side's breach of its promise effectively started that Friday night.

"In effect, this began on the night before Friday, and last night the Russians violated their promise,"
the President declared. He further emphasized that this attack contravenes what the American side had negotiated, stressing the need for consequences:
"We believe this Russian strike truly violates what the American side had agreed upon, and there must be repercussions for this."

International Response

Discussions with NATO Secretary General Mark Rutte have underscored the critical need for an international response to the situation.
