According to inkorr.com: In the conditions of martial law and active mobilization, many citizens with military obligations seek to change their Territorial Recruitment Center (TRC) due to shorter queues or faster document processing.

“Current legislation does not provide the opportunity to 'transfer' to another TRC at one’s own will, citing convenience or queues,” noted lawyer Olena Khomenko.

The military record is kept only at the place of registered or declared residence. This means that the only legal basis for changing the TRC is a change of residence.

Procedure for Changing the TRC

Currently, there is a Unified State Register of Conscripts, Military Personnel, and Reservists (USRCPR), which simplifies the procedure for changing the TRC, as removal from the military record occurs automatically.

According to the lawyer’s recommendations, to legally change the TRC, one must first register or declare a new place of residence and then submit an application for military registration to the nearest TRC.

Thus, Ukrainians who want to change their TRC can only do so through a change in their place of residence. This not only simplifies the process but also reduces queues and speeds up document processing. Lawyers emphasize the importance of adhering to all legislative requirements for the legal change of TRC, advising first to change the place of residence and submit the relevant application for military registration.
