According to TSN.ua: Colonel Yurii Ihnat, head of communications for the Ukrainian Air Force, reports that Russian forces continue to target Ukraine's energy grid using ballistic missiles. While Ukrainian air defenses successfully intercept 80% of these attacks, the remaining 20% that get through are inflicting critical damage. These are systematic strikes, explicitly aimed at creating conditions for widespread blackouts. This campaign represents a significant escalation in Russia's efforts to weaponize winter conditions against the civilian population.

The Russian assault employs a multi-vector approach. For instance, a single attack on January 13 involved 18 ballistic missiles. In addition to missiles, over the past week alone, Russia has launched up to a thousand attack drones, used nearly 1,100 guided aerial bombs, and fired two cruise missiles. Colonel Ihnat emphasizes that the clear intent is to deprive Ukraine of heat, light, and water during the autumn and winter months, with the 20% of missiles that penetrate defenses causing disproportionate harm.
